I had a similar problem - the error message actually said that the file was encrypted or not a valid database before it went into the infinite loop.
Removing the .db file fixed the problem, but I needed the data in it, so I restored the db file and tried installing sqlite (which also installed libsqlite.so.0.8.6) - after that f-spot read the database and started fine. This was done on a clean install of feisty 7.04 with all the current updates applied - but it seems that the default install only includes libsqlite3.so (not libsqlite.so). The db file was created on an (up to date) Edgy which did have libsqlite.so installed.
