I just started having the same problem too. Specifying a base-dir, or installing sqlite does not solve it. Old versions of the database work fine. The latest version is giving this infinite loop. For some reason, on my laptop, it was not offering me to use "dbus-launch f-spot" but on my desktop, it suggested that. Using f-spot like that works fine, however, I had to make a change and save the database. I am using the latest svn version and I was silly enough not to save the error I had which I can't regenerate again.
