There is the bootparam "noresume", if you add that to your bootloader command line no resume is attempted. It overrides any RESUME setting. I'd assume empty RESUME files could only be created by mistake, whereas the noresume params exists since looong and is also the corresponding linux parameter (when no initramfs is at play).
