Had the same problem today trying to reinstall 13.04 Kubuntu.
Disc Structure i had before (where installer worked without the problem):
/dev/sda (750GB HDD)
sda2 - ext4 (home partition)
sda1 - ntfs (windows data partition)
sda3 - ext4 (root partition for 13.04)
/dev/sdb (120GB SSD)
sdb1 - ntfs (windows)
sdb2 - root partition for 12.10

i then changed partitions for the reinstall to (prior trying to install)
/dev/sda (750GB HDD)
sda1 - unchanged ntfs (windows data)
sda3 - unchanged ext4 (data storage)
extended partition:
 - sda5 - ext4 /boot
- sda6 - ext4 /tmp
- sda7 - ext4 /home
/dev/sdb (SSD)
sdb1 - ntfs unchanged
extended partition
- dev/sdb5 - ext4 root for 12.10 install
- dev/sdb6 - ext4 root for 13.04 install

and then had the installer error hanging at step 2.
I tried all the stuff above without success, except mounting all drives before 
starting the installer did solve it.
