So far so good and no problem.

There is another line that indicates that you have not choosen the
normal way for distribution upgrade:

UpgradeStatus: No upgrade log present (probably fresh install)

Normally their should be a date that shows when you have upgraded to
raring Ubuntu13.04.

Regarding to your bugdescription I guess that you have changed the
sources.list file manually to raring?

In this case it may be that the crash you have observed is caused by a
not system comform upgrade and it may be not observable to a normal
upgrade with:

sudo do-release-upgrade -d

(the older variant is

sudo update-manager -d

but with the drop of alpha version it is not availabe in moment as far
as I know).

Could you say something to this?

Please set the status of the report back to new when you are willing to
spend time.
