apt-get dist-upgrade completed this time around with no errors.
However I am still unable to turn the computer off or reboot it.
I eventually figured out I could get the menus back by using
[ctr-alt-backspace] to kill the Xserver, and then at the resulting login prompt
change the Session back to Gnome from xfce. Unfortunately when I go to
"System>Quit" the only options I have are to Log Out, Switch User, Lock Screen,
or Hibernate.
I went to "System > Preferences > Power Management" and changed the when power
button pressed setting from Hibernate to Shutdown but this has no effect.
Hibernating does not work, it just locks the screen (nothing new there,
hibernation has never worked on this computer).

In the Notification Area there is in icon indicating a system restart is
required, but when I push the [restart now] button the only thing it
appears to do is the same as [ctr-alt-backspace]. I tried installing
gshutdown but it does the same thing.

Now I'm just going to hit the hardware reset button and hope for the
best. <x-fingers>
