We can't have a global menu on non-maximized windows. Let's not have a global 
menu on maximized windows. Then, the look will be consistent.

You don't need the global menu. Maverick had four vertical bars (top,
title, menu, bottom), Natty had two vertical bars with title and
launcher always visible (title and menu). You halved the vertical bars!
What an achievement! Apple and Microsoft didn't do that! Please, be
satisfied!

Google recently phased out lots of apps and app features that didn't
work. Since you're attached to the global menu, first let people toggle
it on and off in 12.04, then phase it out in 12.10.
