In Radiance, which is mostly a theme with light background and black
foreground, the tooltips are not set accordingly. They are with a black
background and a with text. It looks strange.

I could fix it on my machine by patching gtk-2.0/gtkrc,
gtk-3.0/setting.ini, and gtk-3.0/gtk.css
