I believe this might be a duplicate of #61089, but I cannot tell for
sure.
Bug #106916 reports similar problem and that was marked as a duplicate
of #61089.
I got same behavior (after using network-manager to change to static,
ifconfig eth0 doesn't list the new static IP address) on two different
machines, one with Ubuntu 7.04 Desktop i386 and the other with 7.04
Desktop AMD64, so am marking this bug as confirmed.
