Well if your system does in fact have unconfigured packages, the command
you are looking for is:

sudo dpkg --configure -a

Here is the Man page for that specific command:

--configure package...|-a|--pending
Reconfigure  an  unpacked  package.  If -a or --pending is given
instead of package, all unpacked but unconfigured  packages  are
configured.
