If such temporary solution is possible to get in 4.0, then +1, it's
better than nothing. But what about a simple Esc key, which would exit
plugin mode, and allow entering any shortcuts to browser (as a temporary
solution)? This way we wouldn't have to agree on exact list of reserved
keys: all keys except Esc could be used in both plugin and browser mode.

And as for better (later) solution, we can allow all keys without
switching mode, and allow user to rebind conflicting ones on the side of
plugins.
