I suspect there is something wrong in your user's profile. Temporarily
creating a second user to test a clean profile, and deleting this after
is the best way to confirm that.

The command to start gconf-editor is "gconf-editor". On the window on
the left, click on Apps, and gnome-screensaver. Remove the checks from
"idle activation enabled" and "lock enabled". Close gconf-editor, reopen
it again and see if the settings have been saved.

The file I want you to look at is ~/.gconf/apps/gnome-
screensaver/%gconf.xml. Make sure you have permissions to modify it.
