I just told https://answers.launchpad.net/ubuntu/+ticket/4457 to do what Tormod said (sudo update-rc.d -f networking remove), and seeing his description along with what Thomas just said, and guessing this problem and his are linked, could it be what that question-asker said? Maybe it's trying to find all of the wireless networks. Could also explain why not everyone is having the problem. People without wireless cards or who aren't near a wireless network wouldn't notice it.
