Also this issue is not plymouth related. I have tested with "quiet splash" removed and still have the same issue with shutdown or restart.
I did perform another small experiment to narrow down the issue. If you select Shutdown or Restart from that same "power" menu (name based on what the icon looks like), the system freezes...
