Which "otheros" file is this bug about? If it's the installer (other.self) it's no longer needed as of firmware 1.60 for the PS3. It's explained at http://www.playstation.com/ps3-openplatform/index.html
If it's the boot loader (otheros.bld), it's already in the Live CDs under the directory "kboot". It would be better if it was located as "/PS3/otheros/otheros.bld", but that's a different issue.
