1) There wasn't any terminal output when starting transmission, but when closing it I got: (transmission:19808): GLib-GObject-WARNING **: /build/buildd/glib2.0-2.26.0/gobject/gsignal.c:2392: instance `0x9192858' has no handler with id `725`
2) I had already had it limited to 10 KB/s, and turning it 50 didn't change anything, neither did turning off the limiter. I've figured out the the number of torrents affects the cpu usage. When I only have 2 torrents queued up, regardless of running or not. Transmission uses 4-8%, and another 1-2% is added for every torrent that is added to list.
