Hah! I finally found it! It's one of the rt2x00 modules. Adding this to /etc/modprobe.d/blacklist.conf:
blacklist rt2800pci blacklist rt2800lib blacklist rt2x00usb blacklist rt2x00pci blacklist rt2x00lib Allows my laptop to successfully reboot, shutdown, hibernate and sleep. Looks like maybe the system was stalling for ever waiting for the rt2800pci bits to do something.
