David - along with every manufacturer's group of firmware files there must be a corresponding LICENCE.*, otherwise it is not considered redistributable according to debian policy. All of the LICENCE files are accumulated into a single license file during packaging.
Secondly, I think we should be maintaining a WHENCE.ubuntu for those files that are not already upstream.
