Many short licenses are pasted into the WHENCE file in linux-firmware. The WHENCE file only refers to LICENCE.* files when they are rather large and cumbersome. This WHENCE file is then packaged up as the README file that comes with linux-firmware. You can find the file at /usr/share/doc/linux-firmware/README.gz.
Also, all the LICENCE.* files are kept separate in the binary package as it is today. Perhaps we should move to merging them into one file though. I do agree that we should be maintaining a separate WHENCE.ubuntu file to distinguish between our changes and upstream.
