I don't understand what you mean by it's not part of the scala sources: I just downloaded the scala sources from http://www.scala- lang.org/downloads (2.7.7 final), and sbaz is included in it. (along with scaladoc and fsc).
The manpage for scala(1) references sbaz(1) in the 'See Also' section, but sbaz isn't packaged, so that's a broken link.
