I confirm the same problem on a dv2081 (Core Duo, Nvidia 7200) & Edgy. The built-in controls used to work fine earlier on Edgy, but one of the updates seems to have broken it. Also, I've noticed that the controls work fine if I use them before X starts (i.e. after the boot progress bar disappears and boot messages appear on the console right before X kicks in).
