I have a similar problem. Boot the pc while connected to a DHCP enabled network. Resolv.conf is correctly updated at boot when a DHCP lease is received. Then, do a shutdown, disconnect the network cable or wireless and power on the pc again (so this time, no network connection is available). The resolv.conf is not updated at boot time, the previous nameservers are still listed.
