Nope. There doesn't seem to be a "Laptops & Power" section in Edgy. However, I noticed that the Bluetooth section also suffered from similar problems.
I've just removed the kdebluetooth package via adept. System settings still display a bluetooth category - but with the "missing" icon (see systemsettings1.jpg). Clicking on the icon produces a window with just "Empty Page" (see systemsettings2.jpg). So, the problem is still there, just for a different category.
