I too have noticed this issue in specific to Kega Fusion. I saw that turbolad had reported this and then found this bug report. I've tried running the software on another distro, which doesn't use PulseAudio, and the sound appears to work. It's not a very scientific test, but it does also lead me to wonder why doesn't it work right in Ubuntu? If any additional info is needed on my part, I'll do my best to provide.
