As described in my previous comment, this is not a change from GRUB Legacy. Now that (in Lucid) it's possible to encrypt the password in grub.cfg, I don't expect to make any further significant changes here. Creating a properly-locked-down machine involves some steps that are not appropriate for the default configuration of Ubuntu, and this is one of them.
