I just wanted to mention a few things, since I had been involved with another bug:
I'm using a fresh Karmic install, no compiz, no visual effects, and I *am* able to remap alt-shift-tab how I want (which is to lower the focused window, rather than navigating), which I was previously unable to do. Previously, it seemed to be hard-wired and I was unable to change the behavior. So for what I need, the bug has gone away.
