The 10 second boot target applies to a specific model of reference
hardware.  There is no guarantee of any particular boot time for other
hardware, so this is not a bug.

And in any case, the work on boot performance for 10.04 is still
ongoing.  You shouldn't expect to see a 10 second boot at this point in
the cycle, and a bug report saying that we're not there yet is not
useful - the specific changes needed to get the boot time down are being
tracked already via the blueprint and individual bug reports.
