if you do multiple consecutive apt-get updates, the apt caching validation 
takes place and only the headers will be retrieved (unless there are changes to 
the package info).

Still you show a scenario where it would be better to have a single
update after multiple adds.

Maybe it would make  more sense to add an "-u" optional parameter  that
would enforce the update after add ?
