The software sources GUI acknowledges but _it doesn't update_. You need
to press the button. The main difference between GUI and command line is
that you don't get the message: "you need to update first you
repository". If you are using add-apt-repository it implies that you
know what you are doing.

Let's say I am using 2 connections on my laptop. 3g and ADSL at home. 3g is 
very expensive and I'm using it only to check my mail and little bit of web. I 
saw some interesting PPA's and decide to add some to my list. Every time I add 
new PPA it tries to update and I need to CONTROL-C to cancel it cause it will 
download about 10MB which is a lot. What I meant to say is configuration should 
be separate.
I'm sure the developer behind this tool would explain you reasons behind this 
much more clearly.
