I am running vostro 1510 with very similar issues.  If I start up with
out the power adaptor connected  The keyboard and mouse will not respond
to any input.  Unfortunately I  can't remember after which upgrade this
started to happen.  The interesting thing is even if I boot from earlier
versions it still will not work.

When powering down, by holding the power switch, earlier keyboard input
can be seen in the top left corner of the screen just before the power
shuts down.

I have tried all the recommend quick fixes but none of them work for me
(assuming I did them correctly).

This is getting to be a very serious issue for me.  If I cannot find a
fix in the next couple of days, I will have to dump Ubuntu and go with
another OS.  It is basically making the laptop almost useless.
