Why do you need the package version? Getting this is not that cheap, since you have to instantiate an apt.Cache() object first. Also, that report is missing all the information about the hardware etc. which needs to be added to bug reports.
If you just want the add_os_info() stuff, and that helps for something, I'm fine with adding it to the hook.
