Works as designed ?!? Have a look at https://launchpad.net/ubuntu/+source/hplip/+bug/54667 and you can see that the hplip Toolbox GUI _needs_ the python-gt3 package.
If you don't want that on CD, you have to remove the hplip gui also. Or get a version of the hplip gui, that doesn't need the package and runs without it. But is has to run. A program that's installed by default and not working by default is crap by default ... Any other solution will confuse people.
