Have you tried reporting a new bug for Karmic to discuss the upgrade? (I think it should be done too) Are you sure that PackageKit won't be default in Ubuntu 9.10? It works perfectly on my system and I have not heard that it won't be implemented. (I also don't know if it was planned)
