I can also confirm this problem. Reading from the webcam works but reading video files fails. I think that this is caused by the fact that ffmpeg support is missing in this build. Reason seems to be that the ffmpeg code structure has changed (split into multiple packages with now different include paths etc.). Additionally, the img_convert used by the OpenCV ffmpeg code seems to have changed (renamed and moved into swscale library). To me (and many colleagues) opencv is a vital package and I hereby would ask for a bugfix update.
