I can confirm this. I think it had something to do with the blocked languagepack update, which has now disappeared as well. As for now, i can't reproduce this anymore. Might still be a good idea to manually check for updates (for the time being), since this package eats lots of memory (that bug has been reported). I can also confirm it persisting through reboots, and even uninstall / reinstall package wouldn't fix it.
