I can't reproduce this bug any more. But since I had the bug no updates have been kept back, so it may just be an issue that when updates are kept back the update icon is still visible (which may well be intended behavior) and the tool tip lists the wrong number of updates (which most definitely isn't intended behavior). Alternatively the bug may be fixed now, or perhaps it was just a crazy one off! (I'm pretty sure I remember it persisting through reboots though.)
