I had the same problem too. I installed 8.10 from the official CD and
then updated to latest. The actual problem was that in gnome-display-
properties available screens were mirrored and the highest possible
resolution is 1024x768. I unchecked Mirror option and then I had two
separate screens and I could specify 1280x800 resolution for 'Laptop
15.4' screen. But this did not seem to fix the problem, When you apply
settings the screen get re-sized with new resolution but the panels
disappear.  Settings from gnome-display-properties are saved to
$HOME/.config/monitors.xml file and I had to play a little with it to be
able to have real 1280x800 resolution - the file contains various
detected outputs, in my case I just left the HDMI-1 output and specified
correct values for resolution, then logged out and now I have 1280x800
desktop with panels on it.
