There appears to be absolutely no forcedeth development going on, or concern about this bug. As a horrible work-around, which lets NetworkManager consistently recognise the device as being the same (and may or may not fix suspend-resume) I wrote a dkms based patch for forcedeth which is in my ppa. It forces incorrect MAC addresses to be a fixed MAC, instead of a different random one each time. I just picked a random one, but this could be configured to match your card, or network requirements.
