Implementation detail of pausing; it's not ever going to work consistently
every time, so the facility will exist to automatically retry failed
operations. Same with resuming, queuing transfers (like 323392).

Different bug, but I'm not sure it's tracked on launchpad. We do have it
upstream though, and there's interesting work being done around it (Federico's
Nautilus Journal concept, for example).

Really a detail of implementing pause/resume, since pause is simply a rate
limit of zero.
