Fei Xei, It's been a while since you logged this bug, and the current releases of Ubuntu have shorewall version 4.x. Are you able to update to the latest version of Ubuntu? Is this still an issue for you? [Daniel did refer to the process for updates to a stable release, I'm not sure if this newer version was backported or not]
