I can open Word templates without any problems. This problem is NOT about Word templates - it is about REGULAR WORD DOCUMENTS. OO.o is saying that all Word documents are templates. And the desktop file is completely unrelated to what I'm reporting. You are talking about a different bug, and one which has no harmful symptoms.
The problem is that the MIME database entry (which is NOT related in any way to desktop files) for OO.o says that the description for application/msword, which is a legal mime type name and means a regular Word document, is "Word document template".
