I have this issue as well.  This wasn't the case in 8.04, and it might
not even be this way on all installations of 8.10.  The closest thing I
have to a work-around is that I created a new profile with my static
settings, then select it from the network manager systray icon every
time I boot.  This is really disappointing.  I'm a big evangelist for
Ubuntu, but things like this can discourage new would-be users.

I tried manually editing the config file, but network manager screams
foul upon boot.

Can't someone fix this?
