Thanks for your bug report, more information is needed.
Did the file /usr/share/cups/model/samsung/cms/CLP-510cms exist after your 
'normal' install? What permissions does it have?
Please post the output of the following command on a terminal:
$ id
$ ls -l /usr/share/cups/model/samsung/cms/CLP-510cms
Does this file get different permissions when running system-config-printer 
with gksudo?
