Thanks for pointing me to the work around :)

I'm quite positive it's a bug because the default behaviour is
unexpected and dangerous.   Damaged hard drives, dead batteries, and
untimely power button presses  are bad (TM).

I suppose some people will want to risk everything for a second less
boot time, and they are probably the power users who can tweak the
setting.
