In principle, ddebs.ubuntu.com has always had support for lpia, it's just that the gutsy and hardy Packages.gz indexes are empty for some inexplicable reason (gutsy-proposed etc. are fine). Maybe the lpia buildds got the necessary infrastructure too late and didn't actually build ddebs?
Anway, the intrepid dbgsym archive is fine.
