At this point there really isn't a great answer for bluetooth and Kubuntu. Complaints that us developers aren't doing our 'job' - I'm a volunteer and so are virtually all the developers working on Kubuntu just demotivate me, so no apologies for the reaction.
For the release, the choices are no bluetooth or gnome-bluetooth. That's it. We are working with upstream to get bluez 4 support ASAP into KDE (a large fraction of the upstream commits toward this goal are from Ubuntu/Kubuntu developers). Once that's done and tested there will be an update for Intrepid. Putting gnome-bluetooth in the default install would be extremely problematic, because once we release it'll be on the Kubuntu Intrepid CD for the life of the release (unlike Hardy, which was an LTS release for Ubuntu there are no plans to redo the CD for Intrepid post-release).
