Is there a reason why it doesn't start go through the boot process like
normal, and before launching X, if it detects any of these cards, pops
up a ncurses window and asks if you want to install the radeon or fglrx
driver?  It would solve the problem of installing a binary driver (since
it gives the user the option of what to install, and can have a
disclaimer and warning on why this is bad).  This could also be done
with the 2 different nvidia drivers as well...
