I suffer from this bug with an experimental Debian kernel (package linux-image-2.6.27-rc9-amd64, version 2.6.27~rc9-1~experimental.1~snapshot.12290).
In fact, it seems that starting from 2.6.27-rc5, the kernel linux does not manage USB devices run by the BIOS anymore in legacy mode. I found some doc here: http://198.182.196.72/kernel/v2.6/27-rc5/Documentation/x86/i386/usb- legacy-support.txt even if it also apply to x86_64 for me. Disabling legacy USB support in the BIOS solve the problem for me. Of cause, this means that my external (USB) keyboard cannot be used to configure the BIOS or to change Grub/Lilo options anymore. It is not a problem for me but it can be the case for other people...
