Please could you stop confirming your own bugs, and have a read of
https://wiki.ubuntu.com/Bugs/Status - in particular, the following
section:

"Confirmed:
    * Another reporter has experienced the same bug, this can come in the form 
of a duplicate bug or a bug comment
    * Confirmed bugs require confirmation from someone other than the original 
reporter
    * This helps ensure that the bug is applicable to Ubuntu in general, and 
not a problem with the reporter's system, therefore...
    * Please don't confirm your own bugs! "

And I don't understand what you mean about there being no Ubuntu
maintainers for a project. Looking at the examples you gave:

    * evolution is maintained by ubuntu-desktop (please see 
https://launchpad.net/ubuntu/+source/evolution/2.24.0-0ubuntu1)
    * xkeyboard-config is maintained by ubuntu-dev (please see 
https://launchpad.net/ubuntu/+source/xkeyboard-config/1.3-2ubuntu4

So, there isn't really a bug in the system here at all is there?

Developers do look at bug reports and work on them, and I think that it
is slightly insulting for you to suggest that they do not. Remember that
'triaged' bugs are the ones that are ready for a developer to look at
and begin working on (the ones that make up 9% of open bug reports in
your first post). Other bug reports may not contain enough information
for a developer to work on them, and it is the responsibility of the bug
triagers to improve these bug reports (by communicating with the
reporter) and progress them in to a more useful state for a developer.
