Public bug reported:
Binary package hint: graphviz
generating svg output with the graphviz package (dot, neato, ... ), i
get a svg file which does not render properly. Opening it in a text
editor and saving it explicitely as utf-8 fixes the problem, so i assume
that the encoding of the file does not match the one stated in the file
(<?xml version='1.0' encoding='UTF-8'?>).
